Yeah, this is documented behavior. I don't say it's correct, but it's documented ;-)
The time of this message is 08:57 UTC which means that the next GRIB is the 09 hour one, but I still call it "+3h" as like the old VR convention where +12h meant "next wind update"
There are few possible fixes - one of them would be to change the labels to read actual times like "16/11 09Z"
Another one would be to change the labels so the sequence goes from 1 or from 3 depending on the current time
I don't like the way it's done in VR with whole hour ahead display of interpolated winds. That would be slightly slower, the data will be less accurate (because I don't know details of the interpolation used by VR) and the items on the list won't correspond to the isochrone lines which are placed at the hour ticks of the clock and not whole hours ahead.
Please comment if you have other ideas.
